President Donald Trump announced on Twitter Monday afternoon he will "Address the Nation" on Tuesday at 9:00 P.M. Eastern. In the tweet, Trump hints he will declare a national emergency to fund the construction of the border wall. "I am pleased to inform you that I will Address the Nation on the Humanitarian and National Security crisis on our Southern Border. Tuesday night at 9:00 P.M. Eastern," Trump wrote. On Sunday, Trump said, "I may declare a national emergency dependent on what’s going to happen over the next few days." If Trump does declare a national emergency, he would be able to fund the wall without Congress being involved. Two officials from the Pentagon said they have $1-2 billion that could be given to the wall. Not only that, there are $13 billion in obligated funds from prior years that haven't been spent that could also be used to fund the wall. "We can call a national emergency. I haven't done it.
